The CPI Trust Charter
These 10 rules govern how Community Procurement Independent operates. They are non-negotiable.
1. No Pay-to-Rank
Vendor rankings are determined exclusively by deterministic scoring algorithms. No vendor can pay to improve their position, visibility, or match score.
2. Full Transparency
Every match score includes a complete explanation of why the vendor was matched, potential concerns, and missing information. Nothing is hidden.
3. Independent Evaluation
CPI has no financial relationship with any vendor. Revenue comes from platform subscriptions and procurement services, never from vendor placement fees.
4. Bid Confidentiality
Vendor bid amounts are never disclosed to competing vendors during the procurement process. Price information is shared only with the buying association.
5. Verified Credentials
All vendor credentials, insurance, and licenses are independently verified. Verification status and expiry dates are transparent to all parties.
6. Human Oversight
AI-generated content is always labeled and requires human approval before any consequential action. The platform assists decisions — it does not make them.
7. Honest Limitations
Where data is incomplete or confidence is low, the platform says so explicitly. We never fabricate certainty.
8. Performance Accountability
Post-award performance tracking creates accountability for both vendors and the procurement process itself.
9. Complete Audit Trail
Every significant action is logged with user, timestamp, and context. The procurement record is immutable and available for board governance review.
10. Community First
Every platform feature, scoring weight, and process step is designed to serve the community association's fiduciary duty to its members.
